Recent appointments and achievements of Hawaii’s people, including Rae Loui, Kim T. Gould, Carol Fox, Kenneth Tokars, Rae Gee and Geraldine “GG” Green.


Rae Loui, director of the city’s Department of Design and Construction, will be leaving on February 11 to assume the position of Assistant Superintendent with the State Department of Education. She will be responsible for business support services for the school system, including facilities, financial services and other support programs. A registered civil engineer, Loui held her city position since January 2001.

Kim T. Gould has joined Pacific Resources for Education and Learning (PREL) as Director of Human Resources. Gould comes from The Nature Conservancy, where she served for eight years as Human Resources Director of the Asia/Pacific Region. A long-time Kailua resident, Gould’s ties to the island community include serving on the boards of the YWCA of O’ahu and the Hemophilia Foundation of Hawai’i.

Carol Fox has been appointed to the position of Deputy Director for Programs and Planning with the Honolulu Academy of Arts. Fox also previously worked with The Nature Conservancy, where she has a number of leadership positions over the past 17 years. Fax founded the Asia Pacific Council, and established the first Public Relations and Development Office at Bishop Museum, where she worked from 1983 to 1986.

Kenneth Tokars has been named Manager of Environmental Services with the Kuakini Health System, and will oversee groundskeeping, housekeeping, linen, laundry, painting and transport services.

Rae Gee and Geraldine “GG” Green have joined the staff of the Pacific Basin Economic Council (PBEC) International Secretariat. Gee — who has held several positions with the City & County of Honolulu — will serve in the new position of Manager of Member Services, while Green — who once worked as the Executive Assistant to Mayor Jeremy Harris — will work as Assistant to the President. The secretariat is headed by Dalton Tanonaka, former broadcast journalist and candidate for Lt. Governor, who joined PBEC in October.
